Part of the Financial Planning and Control Section (FPCS), Prosecutorial Administrative Services Division (PASD).
FPCS provides financial and budgetary support to OTP, including planning, reporting, performance measurement, and compliance with relevant articles of the Rome Statute.
The role ensures prudent management of Major Programme II resources and effective delivery of OTP’s programme of work.Key Responsibilities
Under delegated authority and supervision of PASD Director:
Advise the Prosecutor and senior management on financial and administrative matters.
Prepare OTP budget and requests for extra-budgetary funds; negotiate budget proposals with oversight bodies (CBF, HWG, ASP).
Serve as primary Certifying Officer, verifying expenditures and adherence to financial rules.
Oversee performance reporting, monitor variances, and present reports to stakeholders.
Manage FPCS and Extra-budgetary Resources Team (XB Team), set objectives, coach staff, ensure professional growth.
Liaise with Registry on procurement and financial services needs.
Perform other tasks as instructed by PASD Director or Prosecutor.
Education:
Advanced university degree in finance, accounting, management, business/public administration, economics, or related field.
First-level degree + 2 additional years of relevant experience may be accepted.
Experience:
Minimum 10 years (12 years with first-level degree) in finance, administration, budgeting, business/public administration.
At least 5 years managing complex budgets in large international organizations (experience with courts/prosecution offices desirable).
Knowledge of IPSAS/IFRS or similar accrual accounting standards desirable.
Experience in UN system or similar international organizations desirable.
