This role is within the Energy, Climate and Environment Directorate (ECED) and forms part of the UK's Just Transitions for Water Security Programme in Morocco.
The facilitator will support delivery of the UK’s flagship programme, ensuring climate-resilient water security outcomes. The role includes:
Coordinating national stakeholder engagement
Providing technical policy support on water governance and climate resilience
Ensuring programme coherence across the Water Resilience Tracker (WRT), Fair Water Footprints (FWF), and Resilient Water Accelerator (RWA) initiatives
The postholder will build relationships with Moroccan government agencies, civil society, private sector actors, and international partners to align programme delivery with UK and Moroccan priorities.
Programme Coordination (30%)
Coordinate WRT, FWF, RWA initiatives and Monitoring, Evaluation & Learning (MEL) activities
Ensure integrated programme outcomes
Stakeholder Engagement (25%)
Build and manage relationships with government, civil society, investors, and development partners
Policy Support & Dialogue (20%)
Support policy development, negotiations, and governance mechanisms
Participate in steering committees
Monitoring & Reporting (10%)
Track progress, report emerging evidence and lessons learned to Embassy Rabat and ECED
Strategic Alignment (10%)
Ensure local coherence, align with political economy context, identify collaboration opportunities with other donors
Ad-hoc Water Security Support (5%)
Support Embassy on broader water security issues in Morocco and Maghreb
Technical: Understanding of water security, climate resilience, or related areas
Experience: International policy and programme leadership; stakeholder engagement and partnership-building
Skills: Research, planning, evaluation, autonomous work, proactive and resilient approach
Communication: Fluent in English (oral & written) and at least one of French, Moroccan Darija, or Modern Standard Arabic
Teamwork & Leadership: Ability to influence, collaborate, and coordinate multi-stakeholder initiatives
Desirable:
Experience working with governments on policy reform
